I got scammed back Accessory Prismatic Dragon Wings (That guy said Change Wings for Prismatic Halo and he gave Prismatic Birthday candle)
Will I get it back? And Will that guy bans his Account?

Who is the "guy" that scammed you ? Don't say the name...Just tell us where is the name of the guy who scammed you in the picture...*wink*
oh I forgot the said name, You can see "Guy" who gives Thanks at chatlog of bottom.
And he saw Halo first and Changed it at twice, but he tried scam still though.

Okay Creciente, from what Hime has told me, she did in fact offer a Prismatic Birthday Candle, and she even asked if you're certain of it. And you accepted it. She claims that she did not offer a Prismatic Halo for your pair of Prismatic Valkyrie Wings. I do have screenshots of what she told me, but that's only provided you want to see it.
Now I want to hear your side of the story, as I don't want others to judge saying I'm bias and I'm speaking up for her just because she's my girlfriend.
Edit : From what I recall, this incident was more than just days ago, possibly 2-3 weeks back. Correct me if I'm wrong though. But, if I'm right, do kindly explain to us why this was only mentioned today.

I'm only stating the facts that I know and I didn't accuse him or anyone for that matter, for being at fault.
And Fall, like I mentioned, "From what Hime has told me". That isn't considered an accusation when it's solid info I've got from someone. It's not from my gut feeling you know. >_> If I wanted to accuse him, I'd have said right from the very start that this was his fault for not looking properly in the very beginning, instead of trying to resolve this issue by getting both sides of the story.

I don't know why this thread was made when the obvious solution is to report the incident. The GMs are entitled to solve issues like these, not us.
Also, naming and shaming people... come on.

Check the screenie, you also identified the "scammers" gender.
Point being, report to the GMs ingame where issues like these belong.

Well there is a guy who sold a green chapeau to me for 50k cr, so that kind of person exists. I could think of someone doing that
naming and shaming is not permitted according to the ToS. Also, not to play victim shaming or anything, but waiting over a week is not how to go. If you had reported immediately, GMs would have had a chat log to go by, and they could have done something. For all we (or they) know, you may have manipulated the screenshots. I'm not accusing you of doing so, I'm just stating that it's possible to do so.
At this juncture, I would say you are likely out of luck. In the future, if something like this happens, complain immediately by either clicking the playing and selecting complain, or type /complain *player name* . once done, submit a support request detailing the nature of your complaint.

If the player vanishes from Haven or logs off, you can still report a player by entering "/complain " in the chat to report the player (ex. /complain Atalanta). We'll then look at the logs and handle your complaint accordingly. Please keep in mind that the sooner you file the complaint, the better - we'll have better information to work with and your request will be resolved more quickly.
The GMs aren't entitled to handling complaints and reports, rather that it's our duty to do so. :)
You could have just put your mouse over the accessory he was giving you and you could have seen what it is. It's your fault alone and I don't see how you could have fallen for it.
