With that many 1% items, they really might want to consider expanding the 1% tier to be 2-3% instead... we may never even see some of the items on that list just because of the abysmal chance.

I will say that all of this looks pretty nice, and that you guys have really done a good job on that at least.
But the odds really are a bit discouraging, when at 1%, each of those has a 1/21 * 1/100 = 1/2100 chance of coming out of any given prize box. It's almost certain that one or more of those will not exist by the end of the event. I mean I guess it's whatever makes the most money, but it's actually impossible to win a pylon using money alone.
The expected number of prize boxes to get one is 2,100. If you sell the contents, you're most likely to get a good 20 of the other 1/2100 items, as well as about 1470 bad sets and around 630 worthwhile sets due to the 3/70 split between the good the bad and the ugly in this box, so if you sold those contents for high enough then you could support your unboxing habit long enough to open 10,000 dollars of prize boxes on your 600 dollar budget. I guess the real wall would be finding others to buy boxes from, which would really hinder your unboxing habits.
EDIT:
I calculated the odds of any one item not existing per given numbers of prize boxes opened, since we'll never know how many boxes are opened publically.
1,000: Almost certain that one will be missing.
3,000: 97%
5,000: 82%
10,000: 30%
15,000: 8%
20,000: They'll all be there >99% of the time.
Calculation: CumulativeBinomial(1 win with odds of (1-CumulativeBinomial(1 win with odds of 1/2100 given n trials)) given 21 trials)
I.E. The chance of an accessory not being put in game is (1-CumulativeBinomial(1 win with odds of 1/2100 given n trials))
We just need to calculate the odds of this failing once in 21 trials
I mean, I could be way out of the ballpark. They *could* be selling 100,000,000 prize boxes each event... I just hope the pylon accessory never makes it in game due to the general absentmindednss of these odds. That would be hularious. And HAH. Fangel over there opening boxes like never tell me the odds. WELL I DID.

This is waaaaaaaaaay nicer than the gremlin promo... or at least it looks that way so far, and the prize boxes are full of nicer things, even if SEGA is off their rocker with this 1/2100 chance business. I suppose it could be distributed differently within the 1%? But then why bother telling us...

I don't really care if OOO is biding their time with the next update, but if they are going to do spammy promos, I'd rather be interested in a new Maskeraith skin. Sera's have a Black Kat version, Drakons have a gun puppy, and we're all out of variety on a third pet. Then again, ZAP seems a little too similar to THWACK, so nah...

Everything in this promotion is purely cosmetic, right? Then the average player should be pleased. Players who have extra money and are interested in looks get to spend their money to support the game. And the rest of us don't have to spend anything, and aren't at any practical disadvantage.
As far as I can tell, the time to be upset is when there's a promotion that has a practical effect (Overcharged Mixmaster, maybe Celestial Saber, etc.).
