Test parameters:
Tier 3 Guild training hall
Level 10 Neutralizer, Biohazard, Polaris, Storm Driver.
No damage buff armor (proto), no damage UV's, Trinkets or battle sprite. Only gun UV's are charge time reduction.
Neutralizer normal/tag shots are doing 77 damage to a neutral target.
Biohazard normal/tag shots are doing 92 damage to a neutral target (I made sure the target was not poisoned).
For reference, these numbers are also repeated between the small Polaris shot and Storm Driver (and presumably the rest of the status Pulsar/Driver family?)
Polaris small shot does 77 damage to a neutral target.
Storm driver does 92 damage to a neutral target.

I confirm this bug.
Verses neutral targets...
Neutralizer's charge attack > Biohazard's charge attack.
Biohazard's normal attack > Neutralizer's normal attack.
Given that Neutralizer has no status, its normal attack should be better than biohazard's verses neutral targets.
