A subforum dedicated to energy discussions? It's called the Graveyard.
The devs need to maintain a list of changes that will NOT consider implementing, similar to what they do with Puzzle Pirates, and the mods need to be more proactive in trashing energy threads.

It's a good idea, but...
It's a good idea, but I don't think it will work as expected, since people would still post their magical solutions at General/New Recruits/Suggestions, just giving more work for the moderators to organize and move everything to the right place.
Also, just throwing all the specific rants about economy and energy in one place sounds too much like a graveyard with a nice name. I would totally ignore a economy subforum, knowing it's just a "energy rant" graveyard, and the haters wouldn't like it that much, and then more topics about ranting and rage would appear at General/New Recruits/Suggestions...
So yeah, I don't know. Nice idea, but gives to much possibility of bad results.

Could be a place to discuss not only energy but the Economy in general.
