Currently, it's possible to obtain immunity to a specific haze bomb with a combined total of Max + High status resistance. This creates a visual problem for bombers in Lockdown, where it becomes impossible to tell which of the four identical Skolver-wearing strikers on the opposing team will be the one that can dash straight through your bomb, ignoring it and murdering you. Bumping up the strength of minor status to require Max + Max + Low for immunity would have the following effects:
1) Shivermist Buster would become useful in Lockdown again. Currently, a large enough percentage of players are immune to it by default that it's rarely worth packing.
2) People looking for haze immunity would either need to wear at least one piece of armor that innately resists the status, or give up a trinket slot (and often a chunk of health.) This would promote armor variety, as well as giving bombers an early warning of "Oh, the person in the Skolver Coat and Quicksilver Helm is probably immune to Voltaic Tempest, better switch things up.")
3) A LOT of swordsmen throwing tantrums over the possibility of not having one set of armor that's 100% optimal for every situation.
I think the whole point of having a resist be possible is so you don't ONLY use haze bombs.
Ever tried a Nitronome or RSS? There's no resist for those.
Also, another haze bomb, THE VENOM VEILER, is a very good bomb in lockdown, it cuts the enemies damage in half while poisoned, and they take more damage.
