Not in lockboxes. Lockboxes are too expensive to open and they probably wont be worth the furnature.
Shipping Containers, maybe? As a new lockbox type?

One solution would be to give multiple rewards per box.
But there is no need to open boxes. Just give a random item directly (old promos like dragon wings or regalia are an example)

I see no problem with OOO putting guild hall items inside of treasure boxes for promos, as long as they don't put any of the "Mist well" type stuff that's actually useful into them.
DON'T DO IT! It'll happen anyway, but I just don't like people having to buy promos for their guild.
