Let us think the Jempires as the Godfather's mob. Ruby is the Godfather, and we have the bodyguards of Jempires. Then we have people trying to get into the mob because they ran out of money in real life, and that is the Jempires waiting list. Then we have people trying to break into banks and destroy other mobs, but is not quite good at it and the mob is training them. That is Minions of the Jempires. Serves them well, because everyone inside is a constant lapdog of Ruby. Let us hope the police will soon come and finish the Jempire mob once and for all.
Now, let us think Twenty-One as a rebellion force. People get mad from the Godfather mob, and they create a rebellion, constant in power with the Jemps.
The two guild would not want Echo of Silence, another conflict coming in, to disturb their powerful scheming and destruction.
