Nick says that the existing idea from the Chaos Set comes from creating a glass cannon style of play. A glass cannon means a "really offensive with really low defense" gameplay, varying on the genre of the game. Right now, the Chaos Set offers high elemental and normal defense, along with a noticeable status weakness. Offensively, it upgrades all weapons to CTR max when they are at heat lv 10.
Right now, it has better stats than the Mad Bomber suit, with only a few status effects of relative non-importance, and it even surpasses Vog Cub Set performance wise. In the case of Shadowsun Set, it is also better in performance. These two sets have added status resistances to counter that, something that doesn't appear in every situation.
As such, I think that Chaos Set doesn't really belong as a "glass cannon" set. It is an armored suit with life pluses and status weaknesses, that performs really well, but not perfect, with each and every weapon. Why not perfectly? You can't from lv 1 have a Max Ctr.
Chaos Set has to remain a glass cannon set, design wise, but right now it just performs as a "power suit". So, I would like to propose to take the "glass cannon" approach to 100% and change the stats to this:
- Charge Time Reduction: High
- Damage Bonus Increase: High
This would allow it to reach Max in these two stats from a lv 1 weapon. In exchange:
- Defense: Normal, as a Proto Suit.
- Life Bonus: Negative, as a Proto Suit.
- Status Protection: Negative Maximum! to each piece.
This would turn Chaos Set into the "true glass cannon" set of armor and give a different perspective from the game, usually just taken by people who challenge dungeons in Proto Armor. I think it would be a fun addition, and give the true feeling that people expect when going to get Chaos Set.
As an addendum, I would also like to suggest that Swiftstrike Buckler, the "glass cannon" shield, would follow a similar approach and would be turned into a 5* shield, if necessary exchange the conditions of getting it even so.
- HP of the shield should be 1.
- Normal defense, though same as Proto Shield, HP 1 from shield also makes it just for show stat wise.
- Attack Increase Speed from all weapons: Max.
Allowing best handling of weapons but rendering shield only for shield bumps, would be preferred for those that wish "dual wielding" was in the game. Joined with a "true glass cannon" Chaos Set, would give a wonderful fresh breath gameplay wise as a "Heaven or Hell" type of gameplay.

Personally, I agree with you that the buff on the Chaos set needs to be lowered a bit.
But I disagree with you that the chaos set should become a "proto style" defense. The Chaos cloak and cowl are part of the Magic Set. Magic in its lightest sense means some specialized defense, whether is be the elemental from the Grey Feather set, or the elemental and shadow from the Divine set. To make the Chaos set have proto defense is just awkward.
Also, making swiftstrike not be able to stand even 1 hit is just plain stupid, no offense.
