You can't use it in PvP.

Not quite like you've ever heard anyone talk in PvP directly, and I bet you'd mostly be hearing "420blazeit*sanicgrenhellzone*alchemernoscopenoob".

Besides that, for PvE, even without the mic plugged in (Needs to know you have one in the first place), there's a small microphone icon at the top-left of your Knight's portrait, which will either transmit your voice or cut it off. You can also press it on other's portraits to let them talk or mute them (Your client side only, not to others). I think this is Steam only, but there's also a Push-To-Talk button and Voice control volume under some tab in the settings.

algorithms are the solutions to any problem.

in-game voice chat is steam only.
for all the rest, it's cross-over's post.

No, steam VOIP doesn't work in Lockdown. Sadly, it would be helpful.

Only in the clockworks, sadly.

By default, in the clockworks, if you use Steam and have the option enabled, your mic will be active. Only other Steam users with the microphone feature enabled will be able to hear you. If you want to mute someone in your party, click on their mic, and if you want to mute yourself, click on the mic on your portrait.

Any external programs, such as Steam's voice chat, Skype, Google Voice, mumble, etc. can be used to chat with someone you already have contact info of. However, they aren't limited to Spiral Knights anyways, so that's not a restriction.

With an external program, yes.

Using the Steam voice chat will work in PvP, as you are talking through Steam, not Spiral Knights.
