on the patch note page for the gunner update, it says that the fire status is added to normal attacks of fiery pepperbox and volcanic pepperbox, but weren't they able to set enemies on fire with normal attack before the gunner update? is this a mistake or something else?

By added I think they mean "added to" or "increased"
There's definitely a higher fire proc chance now.
Yep, they've always had fire on their normal hits. My assumption was that- "added fire chance to regular attacks" could also mean "increased fire chance on regular attacks", but the developers could have put that there on accident as well.
