I also think that only the star level determines a tortoshield's shield bash. I have a few sitting at level 1, when I get a chance to log on I can heat it to level 2 and record the numbers.

Level 1 bash= 70/70
Level 2 bash= 70/70
Nope.
Actually only the star level decides the power of all shield bashes though tortoshields have that exception of additional bash hits along with a greater aoe.
Fun fact: Tortoshield's bashes are the only shield bashes that can damage these bugged minnies in Jelly Palace - normal shield bashes do not even show any effect!

If you have a tortoshield, you do not even need any weapons to kill a boss like the Jelly King: Shield Bashes is all you need

Tortos are not beeing influenced by damage bonuses from sprites or amor, saying: chaos has zero effect. However, if you gather a damage orb from the ground or use a sprite ability that grants a damage boost, it will also boost your damage output done by shield bashes. My favorite is the invisible Maskeraith shield bash.
