It would be opt-in, so as to not spam people who don't want to be spammed. Generally, grinding can get a bit dull and not only would this make chat a bit more active, it would also make the game feel like it has more of a community. Would also allow people to do stuff like ask for help in clockworks or invite people places outside of their guilds.
