I'm using a 4* item in Tier 2 and my "super effective" damage is lower than my neutral damage, i can tell because it isn't "super effective" against the same monster all the time. My "poor" damage is poor all the time and is usually only 20 damage less than my super effective damage regardless of how deep i am.
