The biggest problem, is that it would definitely need to scale with the weapons involved. For instance, a Iron Slug should get a high chance of causing the status, but a needle should only get low other wise I fire a needle at a crowd and literally everything get's the effect which while very amusing and destructive, would also be way too powerful. Also, it would make guns useful in lockdown and OOO doesn't want that
Status Ability Shield
Another problem to that is that it would create redundancy for the weapons that are already weaker in favour of creating statuses. By that point you'd just get your regular choice weapons then use the status shields, there'd be no need to go crafting various other status type weapons.
The attempts thus far to balance defensive items with offensive bonuses have not impressed me; they tend to result in everyone wearing the same few items, and "lock in" players to their early style choices instead of letting them change or diversify.
If they're prepared to implement and balance something like this, I think they should do it in the form of UVs and/or trinkets, not shields.
Aye, shields are pretty thinly used as it is anyways.

There's only 6 other 5* shields, 2 of them get used occasionally the rest pretty much never do. The other "ability" shield is Scarlet and afaik, no one ever uses that. The shields that cap before 5* get virtually untouched.
Reckon they should probably rebalance the current shields out more first, before adding new shields or adding in a prototype ability in testing.
Would the decrease in damage be equal to equivalent counterparts that deal status? Like how alchemers lose ~20% damage in order to deal status.
Personally I feel that it would need a bigger damage decrease than that, because of the possibility of dealing double status.
I'm interested in seeing what happens when a blitz deals stun 3-4 times during a vana mace animation... Speaking of which, having a freezing blitz/plague would seem to make vana solos easier.
