Base craftable equipment = equipment that doesn't require grinding directly PvP/Boss/Tokens or other untradeable stuff, think: Flourish line.
Non-tradeable PvP recipes are the worst thing to date yet imo.
Will the pool of base craftable equipment ever get bigger?

I would assume so, though it will likely still be in conjunction with some sort of other ce promo. Even though the flourish lines are base-craftable, they were introduced to go with the rose sets, for example.
[EDIT]: Also, depending on 000's future plans for the arcade, I wouldn't be surprised if they introduced more base-craftable equips to encourage players to run more full tiers again. Grinding tier clearance to be able to farm 5* recipes uses more ce than hitting the ol' HoH, and outside of the generally meager rewards from the prize wheel, there's just not much point to venturing down a gate from the arcade at present.
