The Gran Faust can only curse with the 2nd hit, or the charge attack. The first hit can't curse.
And I think, all things considered, 20% is a fairly high margin for such a status. Curse is the most powerful status in the game, after all.

I honestly don't know what you're trying to say. Throwing a curse vial has like 100% chance to curse any target.
