Have you tried deleting everything it managed to download and then trying the manual installer?
Tried deleting everything manually, reinstalled the game, then it asked me for some missing files during patching, i asked them to a friend, replaced them and then it asked me if i was using proxy (i wasn't) so i downloaded one and the patch started downloading with no problems.

More specifically, where is the file?
try to type %appdata% into the adress bar. maybe it doeent work depents if you used the website or downloaded the installer.
