Ok so i just got OCH pack and i have the T1 and T2 missions done, and i have the rewards, and i wanted to try The 3* hammer in T2 Lockdown but when i equipped all T2 gear it said I was T3(which i normally am) and then i equipped all proto and still said i was T3 Tell me what the heck is going on! is there some switch to turn this off?

You can't have a single item
You can't have a single item equipped above the tier you want. This includes shields and trinkets.
Turn all your PvP T3 loadouts to PvE.
