Has anyone ever received Purple Spiral without being somehow related to game admins and/or game masters and without spending $1000+ on energy?

I have a guild mate who has it. I will let them tell you who they are if they wish to, although it is not hard to find out which one if you do a little research (as in 5 minutes worth at max).

People can get them by doing things that involve/help out the community?
I think only Dogrock and Katmint have it right now. One of them got it for helping fill the wiki during launch, and I forget what the other one did, probably something equally important.

I can confirm that this award is only given as a sign of appreciation for a player's contributions to the game and cannot be earned in any other way. It's just our way of saying 'thank you' for someone's efforts. Typically, but not always, this means that we have noticed the player's contributions to things like the wiki or the technical issues forums. And before anyone asks, we will not be making any requirements public nor will we disclose who has obtained one.
The award is their way of personally thanking players without giving people giant obvious cosmetic rewards to flaunt around.
Let them award it as they please.
Why would people get one for making a fan game? If they're going to attribute it to something like that, shouldn't they attribute it to other artistic things like drawing Spiral related pictures or god forbid writing Spiral related fan-fics? I think not. To judge people's artwork in such a fashion does not rest well with me, even if I probably could earn something if I built enough Spiral related Minecraft builds.
Another interesting thing is that "work" in the suggestions forum does not get one any sort of award- Severage was not awarded a purple spiral for compiling all of the player's wishes regarding guild halls, nor was IronSkullKid awarded for coming up with custom eye shapes per knight. Nor does writing guides/helping new players; to my knowledge, none of the "veteran knights" whom write guides for newer knights have received a purple spiral.
We should then be able to nominate players for the award.
Sorry Zaff, I don't think that should really be a community-based decision.
Don't people get it for doing community things on Twitter, etc?
