Not balanced, for reference:
-wolver/gunslinger/demo up to 4* gives a low only to swords/guns/bombs.
-5* Chaos gives two universal lows, but has medium negative resistance to everything.
If anything, this bonus should only apply to 5* Azure and come with a few weaknesses.
Or give cobalt bonus damage vs gremlins since they are the main threat to the spiral order.
Thats kinda useless but balanced... and we're missing a few vs-family sets.

I would suggest a Universal Low CTR or ASI.Because there isn't any armor set which gives CTR to swords.

a) The OOO logic behind item bonuses seems to be that a Universal bonus should be half that of it's specialized equivalent*. For example the Chaos set gives 2 Low bonuses while Mad Bomber (which has almost the same stats) gives 2 Mediums. Azure Guardian would be to Skolver/Bombastic/Nameless what Chaos is to Mad Bomber.
b) Only the 5-star set would have this bonus, hence why the Topic title is "Give the Azure Guardian-" and not "Give the Cobalt set-"
*With the exception of Swiftstrike, for some reason.
@Rabeet: I think that would make the set favour/unfavour Bombers too much (ASI would be useless for them, while CTR would favor them too much since Swordies/Gunners don't use Charge attacks all that often.)

Speaking of battle sprites, instead of CTR , ASI or DMG I guess cobalt could be a set that improves their skill cooldown rates.
But I dont want to push the idea before they get released and we try them.

The plate series needs a buff, ctr low per piece would make sense with it. Either that or a change from asd low to msd low. If you reason rebalancing of gear by questioning how many people use it, then you may as well not be looking for balance.

maybe the Plate can have medium universal damage increase each part (or medium only for Guns and swords)
because this set is said to be made for players who like become hard-hitters, losing some speed in the process
you already earn "universal low attack speed", won another universal can make the set trade-off type for Swords and Guns and make this set more useful on tier 2-3, besides the tier 3 barely have neutral damage
and the low ctr for each part on azure set become them extremely versatile, unless you build your set based on no-charged attacks (pulsar, faust, antigua...)

So, by your logic, no equipment that is underpowered should be buffed because no-one uses them before the buff? What sense does that make? o.O
For your information, I use plate mail, and I've seen quite a few others who do too.

And while we're at it, 4* Vitasuit should give at least as much health than Ancient Plate.
1+ This will be a good idea, It will give the Azure Guardian set some love. I like that set mostly the armor giving it a damage bonus:low for all weapon will not hurt one bit.
For example a bombers will mix one of the volcanic demo piece's and then use one of the piece's of the Azure Guardian to get
Elemental & Piercing:def, as well as that Normal:def
CTR: Med & Damage Bonus: Low
Of course swordies like the Skolvers will use it too to get some extra Normal:def the Azure has. Yes it don't have freeze resist and the damage bonus is a little weaker then the Skolver but that low from the Azure can help it's other weapons as well like guns.
It will also help gunners like the shadowsun players if they want to have Piercing:def and still do damage which will help there swords too.
So this is a nice idea, It will help bombers to get a extra boost for there defences, It will give swordies something new that boost it's other weapon, And it will help gunners to have some protection and do damage with other weapons.
