So, the description says that the Scarlet Shield can be fould IN the Scarlet Fortress. I was wondering if its like that shield that drops from the Tortodrome. Can you actually get it by running the Scarlet Fortress?

Well you can get any equipment drop on any level anyways. So yeah, that statement is kind of right....

Potentially yes, but I really wouldn't bother.
The odds of getting an equipment drop are so abysmally low that it would be faster to craft it instead.
Not quite sure why you'd want the Scarlet Shield, since the health bonus is fairly trivial, but still...
Even if you could, it would be much easier and faster to just buy the recipe in the HoH and just craft it.
