Is the Chaos set with a Dread Skelly shield a good armor set? (Any weapons)
Please tell me some good UV's for these and its pros and cons

Grey feather or crest of almire.
You get better status resist with those shields, but other wise, pretty much anything should work. Get shock UV and fire UV if you can. Just depends on what status you hate more.

what weapons do you use?
If you're choosing Chaos, then you're already a pretty offensive player. What weapons do you use? If you use a lot of swords, then consider Barbarous Thorn Shield. If you use a lot of guns, then consider Swiftstrike Buckler.
Chaos set is good if you can use it well.
Dread skelly shield? Dunno, if you are going to fight shadowy enemies, preferably of the freeze and poison kind it'll be ok.
No shield can be called good or bad unless you put it in context.
Good UVs for chaos would be statuses to counter it's drawbacks. Mainly fire (FSC) and shock or freeze (LD)
