If you upgrade a gear with a unique buff does it keep the unique buff or lose it?

It seems they now have a

It seems they now have a checkbox when crafting so you can choose to keep the buff when upgrading now. I'd assume that if you choose to keep it then it won't give you another randomly, but if you don't then you have a chance to get another, or none.
