First, let me show you where I'm coming from. These are the 3* equips I often use in T2 LD:

Good, as you see I have a diverse equipment set. (And I know there are some with even bigger lists...) However, it can be tedious to both make and find loadouts for these. For example, I might find myself wanting to use my SBB with a SAMK2 at one moment and then wanting to swap out the SAMK2 for an Arc Razor and then put on the Elemental Hood instead of a Brute Jelly Helm. However, I'd then need a loadout JUST for this. Even if I did have a loadout for everything, I would have to either search for what I want or come up with a clever naming scheme so I could always use the search bar to find what I want right away.
Another problem with this loadout system is for the player who likes to play LD in more than one tier. You have to mark loadouts for PVP, but you have to un-mark them whenever you want to play in a lower tier.
To fix this, I propose allowing us to access our Arsenal and equip what we want to there. If there is an item in the Arsenal that exceeds the current tier, it simply couldn't be equipped. (Or, better yet, wouldn't even show up in the list for the duration of the fight.) Another way to fix this is to allow us to toggle items for PVP the same way we label loadouts. Although we'd still have to go through the process of changing the PVP label, it would be better than it is. (This would be better in battle, where it counts anyway.)
Would this be removing the need for loadouts? Not at all! It would actually enhance then in a little way. Instead, you could have "Base" loadouts, which you would equip and then tailor to the current battle circumstances. Loadouts are meant to be a clean system which expedites out preparation time. When it becomes chalk full and beyond with loadouts, the system becomes a tad counter-intuitive.
Oh, and on a side note...
GIVE US AN ARSENAL STATION!!
...it could remove the whole "You aren't at the base" glitch when trying to change your gear. (I know you can workaround this by changing your class, but a lot of players don't know this...) Heck, I didn't even KNOW that I could change my gear mid-fight until I saw someone doing it. This could help smooth the learning curve for new players and make it more attractive to the occasional clockworks explorer.
I've had this problem a lot, and I think that this would make changing gear a lot easier, though I do think it may make loadouts useless.
