The bomb will be like a Blast Jelly exploding! After the main explosion, there will be little jelly things that explode The gun will be like the rocket puppy's rockets! The standard attack will be miniature versions of the rockets, then the charge attack will be the real rocket. The rocket will track enemies down, so when they dodge, they will still get hit!

1.Both weapons would have a chance to cause FIRE.
2.The rocket puppy gun(and maybe even the blast jelly bomb) would deal ELEMENTAL damage.

I would see the rocket puppy like Samus shoots missile when no one is in front of her in Super Smash Bros Melee (a missile that doesn't target and just go forward but really slow)

It sounds really cool, but I'm afraid the jelly bomb sounds too much like the shard bomb lines, which we have plenty of already... :S
I could imagine the Blast Jelly bomb throwing the small jelly cubes randomly within its radius. For the rocket puppy gun which you claim is "accurate" I want to say that rocket puppy rockets can be dodged. Please add more details though, even just concept art can get you really far.
