There's no player-level mechanism for transferring a knight from one www.spiralknights.com account to another. I don't see why there would be a mechanism for transferring one Steam account to another. So I doubt it.
That said, the people who run Spiral Knights and/or Steam may have considerable power. Try filing a support request. You'll have to explain why you're doing it, presumably.
