I am pretty new to the game and was wondering if I wanted new Armor and weapons how would I know I could use that Armour or Weapon for my player?
Is there a level requirement for Weapons and Armor? If I buy something how do I know what I can use or not?

Well, post in New Recruits subforums...
Currently you can equip any item you want, but the upcoming patch is supposedly going to restrict you to certain items for your rank only.
...Eh... You might want to wait till the next patch before getting something than find out you can't use it anymore? I'm not sure. x_x

Well, basically, there are missions that kind of tell you what you need to wear (hall of heroes). You start with 0-1 star gear. You should use that until a mission tells you you need 2 star gear to advance and so on.
That saves lots of explaining.
And the missions explain this.
