So I was playing Lockdown when a spike comes out of the ground and does 5 hearts of damage to me. It made the jelly spike sound too. It was about double the size of a jelly spike and really freaked me out. Not the first time either....
Is this supposed.to happen?

Hmm..
What tier? What stage? The only thing that I can think of that even remotely resembles what you are talking about is a rock jelly, which randomly appears in place of a stone block. Unfortunately stone jellies can't make Spikes appear on the ground.
Also, when you said that this was not the first time, did this thing appear in the same LD stage? Under what possible conditions could this spike appear?

Happened to me too, but in clockwork instead.
It was an arena. I was changing weapons when the spike appeared out of nowhere, right at the elevator.

Well it was T3
It was in gardens I was winning( if that means anything) It happened before a year ago I think in the furnace map but that time it didn't hit me and it was about as long as the tentacles from ghosts in the machine. Other people saw it too.

Potential cause.
This spike you mention. You said there were bombers around, correct? Theres been a bug with the dark briar barrage that ive noticed for awhile, so far ive gathered this from my consistent usage of it: The first bomb you lay on a level, will cause a spike to spawn, its easy to spot this in treasure vaults. It causes a spike to spawn near the first party button.
It also happens on other floors in random areas, sometimes near the start elevator. Sometimes the exit, and sometimes in just the general area of the blast. Yet heres the thing, ive only seen it occur with the FIRST blast. Ive bug reported it, and ive nabbed a screen of it.

Seems to be a bug with DBB AND BTB charge. Snarbolax does causes spikes to pop up from the ground right?

Yes, this seems the case if you ask me. I've never seen the actual spike when using DBB, but I've definitely seen the scar effect on the ground. I don't know if it can do damage or not.
If you were to take a DBB to FSC and plant one anywhere by the arriving elevator on Smoldering Steps (I believe that is depth 27?), the effect will appear in the middle wall section between the two staircases, but only on the first bomb blast.
