On Red Carpet Runaround, I've heard that putting in the keys makes the monsters stronger, and that keeping the keys out keeps them weaker. Is this true? It seems unlikely to me, but you never know...

Meh.

I consistently put the keys in as soon as I acquire one, and don't sense any discernible differences with the rest of the depth.

its a lie, like that cake.

keys dont have nothing to do with the monsters health, only party size. probably the player who tell you that myth was in a 4 party players and they keep the keys, then probably such player went in 2 player party and used the keys and probably where he comes with such myth.

also is possible that such player would have been playing first on elite mode 4 player party and then normal or advance 4 player party skill level.

so nothing changes if you use or keep the keys.

Do arcade RJP and monsters will be 1 depth stronger.

I have a question.

Let's say you are in a party of 4 and then three leave. Do the monsters retain the hp bonus?

determined at spawn

I might be wrong, but my impression is that the monsters' health is determined when they spawn. So current monsters would have high health, but future monsters would have low health.

You are experiencing a PICNIC ERROR!

Yep, Bopp, I've read the same.

Though I've done no studies, I think that Deconstruction Zones, which spawn all their enemies at the start, are quite a lot easier when you have a party join you during the level rather than before.
