I was previewing the new costume gear and it wasn't changing with my Personal Color...Is this a bug, or is it supposed to only be yellowish?

Yeah, it seems that the helms are set to that yellow color rather than personal, so it doesn't really match much unless your personal color is already yellow. I probably won't be spending my energy on it. :P

Most costume pieces don't change with your personal color. In fact, I can't really think of any costume pieces off the top of my head that will dramatically change depending on someone's personal color. Usually it'll only be a small detail at most (For example, the feather of a Chapeau).

EDIT*
Sniped Stranger's Hat! I knew I was forgetting something! The Sniped Stranger's Hat will change dramatically based on your personal color.

Some people like catsup with their mustard, you know.

Besides, how else are you going to be that yellow color without spending 50k crs?

Finally!

Since the azure set, I have been looking for gear that does not display personal color. I MIGHT invest in something of the sort if I could find something resembling a pith helm. And maybe any armor that resembles a Cuirass. Otherwise, I believe that I will pass.
