They can either ban him... they can suspend his account... they can permanently ban him...
Or you can just work it out yourself. If he is a friend then you can just talk to him. Maybe it's a misunderstanding, maybe it isn't.
I think if you've spent money in-game, they will keep financial records of your CE transactions.

Excuse me for being skeptical
You don't want to report a "friend" who stole energy from you, yet you post on the forums about him, even giving his IGN. You realize that "reporting" is just letting the game developers know about something right? So you are essentially reporting it.
If you really want justice, go through the procedure for scam/hack report. OOO is not going to give you ce because you say you lost it to someone.
