It's a good question... but I have to ask in the same vein, where is the Recon Rangers' ready room for danger missions and such? Furthermore how do the Guild Halls all have their entrances at the same building? I personally think Haven is bigger than those mere four areas, maybe with some underground structures or whatnot where the main forces of the Spiral Order make their homes.
