A friend of mine got banned because of ban evasion but he was never banned? OOOs needs to fix this!

It's not against the rules, but it's recommended against because it means Three Rings will publicly announce why you were banned, causing the other community members to form opinions about you.
Take it up with Three Rings. Discussing bans on the forums is against the rules of being banned. It will probably hurt your friend's chances.
