You always have a chance, and popularity (while it can help) doesn't always mean anything. Like how duel wielding just isn't feasible.

As Fehzor said, the community members do converse about the suggestion, pointing out flaws, giving support, and overall making the suggestion more stable. Three Rings' team looks over every suggestion but never really leave comments on any of them.
Quite a few suggestions have made it into the game, it may just take a while before the developers or art team can get around to it and find a good time to implement the suggestion.
