Honestly, at this point there's no reason not to have this at this point in time. You can craft anywhere in Haven now and the only place you can't craft is in the Clockworks.
How about Crafting Stations at Arsenal Stations?

Instead of "at arsenal stations" just say anytime any place. You can't craft gear you're wearing, and you can't equip gear you've crafted unless you're at an arsenal station. So same difference, less work.
