Buy some trading cards from other players for E. I think they usually go for 25E a piece.

every card is at least a few cents :) and if you have any games you'll have enough.
or... you could ask your parrents to give you the lowest amount card there is or let them buy it for you. not sure how old you are and how tough it is for you to get money and get it to buy stuf on steam.
