They patched it for sure? I want to have elite badges on all possible missions, but I don't want another hammer. :s

Well, Valves' storefront definitely still offers a buy button even if you own it via some other method. At the bottom of the description they warn you against buying it if you already bought it in game. Last time I checked, it was possible to circumvent Steam and make payments to OOO by using the standard web site account payment page (links to this are hidden to Steam accounts, but it's still accessible if you know the URL). Chances are trying to re-buy it thru Steam would just be throwing your money away, but if you feel like gambling..
Presumably Steam is not or can not be informed about DLC ownership details originating from the game itself.
In theory if it was really, really required that Steam acknowledge ownership, the game could provide a redeemable Steam key - but of course there's the issue of passing that key onto anyone else.
Why the hell wouldn't you want another hammer? Have you seen what you can do when you dual wield them in Lockdown?

I have 2 5* hammers and I feel like spam of EQ, but, hm, dual wielding you say?
I was just rolling with what Gianor said about dual wielding Hammers in Lockdown. Even if that was implemented, I don't understand how it'll work.

Oh so it's a graphical glitch then? Never knew you could do that with your weaponry.
You should not be able to add the DLC to your library once you have already purchased the DLC ingame.
There is a (now patched) bug that gave the rewards again to any player who updated their Operation Crimson Hammer's completion medal status by beating it on a higher difficulty.
