I am pretty sure
That it is not so rare anymore. After they made the release that added the whole bunch of missing materials (Sun Silver, Everfrost etc.), I am positive they also upped the drop rate for things like Rock Salt, Meteor Motes, and Swordstone. The day of the release I acquired no less than 4 Rock Salt.

If you don't eat, you don't need to put salt on things.

Maybe Rock Jellies are
Maybe Rock Jellies are supposed to drop rock salt, but because they leave behind a little goo when they die, any rock salt they would have dropped is instantly dissolved.
Wish I knew. In nearly three months of playing I've only seen it drop once even though there have always been a recipe or two requiring it. Perhaps it should really be a 4 or 5-star item instead of 2.
