Telling OOO to "fix" lag spikes isn't going to make it miraculously happen. It would be ideal if they could optimize the netcode, but that's currently a bit much for such a small team.
If spikes happens all the time for you, it's probably your connection, which I double there is little advice to offer if that be the case. Stuff like this is bound to happen. Although the server does indeed have its moments of chugging along, those moments are typically far an in between. Hopefully.

You can also check the log and see if there are any errors. Sometimes errors that occur in your client also causes the game to freeze up.
They recently did a significant update, so there might be some bugs. Try a fresh install.
If it helps, I also encountered lag spike problem today. Everything was fine until one game (downtown map, in fact) it just went to hell. I just stopped playing and did something more productive with my free time.

Found it a few weeks back when searching through recently uploaded videos of Lockdown.
My opinion of the videos themselves are irrelevant to this topic.
Try posting in the tech support forum, be a bit more specific, and maybe troubleshoot your connection before assuming it's a server problem.
