Does anyone know where to obtain the recipe for it? Wiki only list location for the 2*(troika) and 4*(khorovod) variants, and the 3* is required for the 4* recipie as well.

The 3* is the Kamarin. Generally if you know what the star rarity is, you can tell where the recipe will drop. 3* are sold at the crossroad between Moorcroft and Emberlight. The recipes that appear are random so it might take several trips or just one.
