Not too much of a bug.
Eternal Orbs can appear in Depths 16 and deeper depthed normally, either in arcade or missions. The Royal Jelly Palace mission takes place 14 to 16, while the arcade version is 15 to 17. Got Eternals from both versions but the Eternals for arcade version appear 1 depth earlier.
doesn't seem to be a bug, I've seen other orbs outside of their depths too, if it's close to when they'd normally appear.
