for the slight chance of moderate poison .. is it only for the charge attack or does it happen when just shooting normally?

think of it as the gun version of dread venom striker. Each bullet has its own chance. And its not just charge only

Too less damage...
I don't think the weapon is useful. It deals the same damage as the Pepperbox, just has more Range and a better Charge, like the Needle Series. How ever the damage is much lower than the normal Needle one. So i don't think that poison is it worth. I mean the Needle deals so much damage, you kill the most of the enemies anyway so fast you don't need an effect. For "not gunslinger" maybe more useful.
