I wanted one or two of the special masks to match armor sets I have. I'm not going to make suggestions on how to fix it I'm sure you have you own reasons for binding etc. I feel that the odds of me getting a mask are high but not undoable now when you factor in the desire of a specific mask the odds go into ridiculous numbers or time to invest. I wish you could figure out a different way for us to pick and chose. I know I said I wouldn't make suggestions but I just got an idea. How bout making the rare mask buyable with a rare token you get from bribing instead of the masks themselves. They would still be rare and you could increase the incentive to bribe. The player would also be happy as they could pick which one they want.
