They're coming back.
Nick said that Tortodrones would return to the Clockworks a long time ago. Not exactly sure when they'll be back, but they'll be back. That you can can have a Tortodrone for your profile on the forums (see Ranick) is only encouraging for the future of these awesomely cool enemies.

They were caught destroying some of it's allies.
I spotted some foolish knights re-programming them.
