For example, Vog has elemental defense which includes fire, and fire resist? What's the difference? Does one make it harder for you to catch on fire and the other make the fire last for a shorter time? If I have Maximum fire UV, is that defense or resist?

Normal armor does not lessen the damage from fire. Neither does Elemental armor.
only Fire-resistant armor lessens the damage (and duration, and perhaps chances) of fire.
Unlike Shock, Fire damage cannot be prevented by shielding.
The defense lowers the damage and the resist shortens the status effect time.
