Or shadow fire: its always burning but also solid and 'frozen' in place.

But in all seriousness, I looked through all of the Wiki's monster database.
Nothing with Fire and Ice damage, or one being its attack with the other being some sort of malfunction (Retrodes/ Mecha knights) or other type of side effect.
And everything can have a vial thrown at it, so that's probably not it either.
