750 CE per key didn't stop players from opening lockboxes. Just wait for players to put shadow keys on AH if you dont want to gamble.
Also, this promotes guild/friends teamplay in order to save costs (shadow key).

Apparently you haven't heard about how people have opened several, several lockboxes and not gotten a single key. People will open the boxes, yes, but Shadow Keys will be hugely expensive for quite some time.
You missed the clear line in what the OP said.
Just wait for players to put shadow keys on AH if you dont want to gamble.
And yeah, there is some in the AH and it will grow.

I know, Richy, what I'm saying is, is that the cost for keys compared to the difficulty of the Shadow Lairs and the rarity of the keys themselves are absurd.
