I believe that's a Battle Pack specific amount. After you've purchased one, you can't get another.

I was able to buy 9.5 K twice, after buying one battle pack even. These other two times didn't include the mist tanks and etc., but I did get the energy. Other times, I would see the option there, but would always result in some kind of error.
Also, wouldn't 3.5 K be gone by this rationale, because that didn't appear until the last rose reglaia event, but that still works.
