T2 or T3 gun puppies in T1

I just did a run on the Amber Skull Gate a few minutes ago, and in the first stratum there was a Deconstruction Zone: Savage Salvaging. On that level, I found multiple gun puppies, all of which were easy to kill except one. This one shot 3 bullets in a salvo instead of 1, and took me 20+ hits to kill with my shockburst brandish. One of its bullets could break my shield or take off 3 of my health blocks, and it actually killed me once and reduced my health to one block after I mist revived. Is this a glitch?

Enemies from the next Tier
Enemies from the next Tier have a small chance of appearing in the previous Tier. It seems to happen more often in Decon Zones with Gun Puppies though.

That's not by chance, but by design. Alpha Wolvers have always spawned at the next Tier in the last wave of the last encounter. Though sometimes it can also be the second.
That is just a challenge
