This is my conversion rate for ce to tf2 items if you decide to throw in tf2 items as well:
1 weapon = 20 ce

1 refined = 360 ce

1 key = 900 ce

1 craftable hat = 400 ce (value of higher quality hats can be debated)

1 bills hat = 8-9 keys or 72-8100 ce

1 buds = 20 - 23 keys or 18-20700 ce

So for example, if you offer 2 earbuds I will consider it worth about 36-41.4k ce.
